Study urges adult, remedial-ed. programs to join forces. WASHINGTON -- As key providers of adult--anddevelopmental-education services, the nation's community collegescan improve programs for their students by collaborating in those areaswhere their work and their clients overlap, a culminating report from atwo-year study of the programs concludes. By sharing resources, ideas and solutions, the adult-education andthe developmental--or remedial--programs that are offered simultaneouslyat many community colleges, but very often Operate separately, canprovide more and better opportunities for students to continue theirlearning, from basic skills classes through a college diploma. "One of the things we learned from this project is that thereis a tremendous amount of potential for collaboration that is notnecessarily being exercised," said Dr. Hunter Boylan, the leadauthor of the latest report. "Practically every community collegein the country has a developmental-education program and a rathersubstantial number also have adult-education programs. But for the mostpart they are not talking to Noun 1. talking to - a lengthy rebuke; "a good lecture was my father's idea of discipline"; "the teacher gave him a talking to"lecture, speechrebuke, reprehension, reprimand, reproof, reproval - an act or expression of criticism and censure; "he had to each other, they are not working together, and they are not sharing resources." Andcommunity colleges serve roughly a third of all adults inbasic-education programs. Boylan, who directs the National Center for Developmental Educationat Appalachian State University HistoryAppalachian State University began in the summer of 1899 when a group of citizens of Watauga County, NC, under the leadership of D.D. Dougherty and B.B. Dougherty, began a movement to establish a good school in Boone, NC. Land was donated by D.B. in western North Carolina Western North Carolina (often abbreviated as WNC) is the region of North Carolina which includes the Appalachian Mountains, thus it is often known geographically as the state's Mountain Region. , said thereare a number of reasons for the disconnect. Adult-education programs, for example, are often supported by federal funding and guided by rulesfor serving specific student populations. Even when two-yearinstitutions offer both adult-basic education services anddevelopmental-education programs, the divisions were often created atdifferent times, in unrelated administrative departments, he said. Moreover, the programs almost always use different tests for placingstudents and their curricula are dissimilar, making it difficult tomatch the needs of a student in one program with the programs andservices offered in another. The report is the eighth and final one in a series published duringthe last two years by the Council for Advancement of Adult Literacy. For the report, thetask force relied on survey responses from more than 500community-college administrators, a review of the limited research inthe field, and site visits to campuses identified as those usinginnovative practices. Previous papers in the series included a national analysis of stateapproaches to adult literacy, as well as case studies from selectstates, including Illinois, Kentucky, Massachusetts and Oregon. A paperreleased last month studied programs for English learners and thearticulation routes between ESL (1) An earlier family of client/server development tools for Windows and OS/2 from Ardent Software (formerly VMARK). "This has been a sleeper issue for a long time," saidCAAL Vice President and Study Director Forrest Chisman, referring to thepotential of adult and developmental programs for preparing more peoplefor skilled jobs. "You can't meet American workforce needsdown the road' unless you get up the education levels of more adultAmericans. That means also moving them on to college, whether tovocational or academic programs, and that means you need more linkagesbetween those two efforts." The report, "Forging New Partnerships: Adult and DevelopmentalEducation in Community Colleges," highlights the work of severalinstitutions around the country that have worked to bridge the dividebetween the programs. At Albuquerque Technical Vocational Institute, for example, theadult- and developmental-education divisions are housed together oncampus and are viewed as legitimate academic programs on the routetoward a diploma. Both divisions are headed by academic deans, and theyshare resources and faculty. Developmental courses are paid out of thecollege's general budget, and students can simultaneously enroll incredit and noncredit courses. Most noticeable, Boylan said, is the prevailing attitude at TVIthat the programs are preparatory and that students are not stigmatizedfor being in lower-level classes, as they are at some schools. "They use very positive language in describing these studentsand programs," Boylan said. "They don't describe studentsin GED GEDabbr.1. general equivalency diploma2. general educational developmentGED(US) n abbr (Scol) (= general educational development) → programs as high-school dropouts, for instance. It also will distribute thereports to educators and policymakers and formulate recommendations fortapping state resources and developing state policies to encourage morecollaboration on adult and developmental education.
