The states qualified for a share of the $10.08 million availablebecause they had taken the lead on implementing provisions of the WIAone year ahead of the full implementation date. In order to qualify, astate must have exceeded performance levels agreed to by thesecretaries, governor and state education officer for outcomes instate-operated employment and adult education programs. Goals includedplacement after training, retention in employment and improvement inliteracy literacyAbility to read and write.
